Perhaps you have a large concrete floor that tile or carpet once covered.  The plan is to install new floor covering.  There is one big problem.  The whole area is covered with lots of dried bumpy adhesive.

How are we going to remove the adhesive?  Maintenance tried scraping and grinding with wire wheels.  That was much too slow.  They tried chemical strippers and solvents.  This approach seemed promising until the people upstairs complained about the smell.

Someone suggests sandblasting.  It gets shot down right away because the dust would get in the ventilation system and the people above us would have something else to complain about.  Now what?
